                                         Meeting Minutes – February 4, 2008
                            Villages at Tower Oaks Board of Directors Meeting


The meeting was called to order by the President at 7:00 pm.
Members present: Jim Benson, Stephen Maroon, Milton Weinstein, Nancy Hart, Ruthie Kramer, Robin Baum-Rosten
Others:  Melanie Mullaney (Property Manager, CMI), Allen Woodside – Treasurer,
Suzanne Beckner (Landscaping Committee Chair).

The meeting was called to order by the President at 7:00 pm.Members present: Jim Benson, Stephen Maroon, Milton Weinstein, Nancy Hart, Ruthie Kramer, Robin Baum-RostenOthers:  Melanie Mullaney (Property Manager, CMI), Allen Woodside – Treasurer, Suzanne Beckner (Landscaping Committee Chair).

Committee Reports  
1.  General Landscaping / Snow Removal  - Suzanne Beckner 
     A.  Arborist retained by Melanie Mullaney (CMI)  to determine if trees behind 1150 and 1152 Regal Oak should be removed. The principal concern is their impact on the new retaining wall.  This will be an additional report to complement the 2007 report provided by Structural Solutions which reviewed the retaining wall / tree issues behind the houses located at 1150 and 1152 Regal Oak Drive and the large repaired retaining wall.  
Action Item:  Jim Benson, Steve Maroon, Suzanne Beckner to review recommendations by the arborist.  Brickman has looked at the trees and feels they do not require removal.  Brickman’s view is that the tree roots will follow the surface and not grow downward into the wall.  [Board concluded at 10/25/07 Board meeting that trees behind 1150 and 1152 Regal Oak Drive and too close to retaining wall should be removed - Board approved removal of trees with roots.]      
 
     B.  Proceed with French Drains behind 1150-1162 Regal Oak Drive.   Brickman will overseed the area in the spring to help with the drainage issue after installing french drains in required areas.
Action Item:  Identify soggy areas for Brickman.   


    C.  Pruning of light blocking, common area and front yard trees – completed by Brickman.   
Action Item:  Clarify with Brickman:  (i) contract coverage for trees (e.g., backyard trees/shrubs); (ii) 5-10 year plan for trees throughout neighborhood (plan which would address needed tree removal and replacement).      
     
      D. Snow Removal – Despite late arrival, Brickman did a good job with plowing and avoiding blockage of homeowner driveways.  Brickman will not remove snow from individual driveways either as part of the contract or as a contract addendum due to (i) liability issues and (ii) fact that driveways are not built to withstand heavy snow removal equipment.
Action Item:  Names and contact information for students available for shoveling driveways – post on website.   
      
2.    Safety  - Nancy Hart
      A.  Regal Oak Gazebo Repair:   Mr. Gary Bean (contractor) recommends two step repair:
  (i) Braces were inserted by Gary to anchor walls; (ii) Recommended second step is possible use of guy wires to assure integrity of structure.      
      
      B.  Railings:   Action Item:  M. Mullaney (CMI) to request estimates from several contractors, to include periodic maintenance.  [Board concluded at 10/25/07 meeting that railings require repair, along with long term solution].    
       
     C.  Illegal Curb Parking:  (i)  Fire Lanes – 100% of street curbs in Villages at Tower Oaks designated as fire lanes several years ago by the city fire marshal.  (ii) Towing company is patrolling, 11 p.m. – 7 a.m.   J. Benson, S. Maroon and CMI  are designated for calling towing company.  Letters issued to the community by CMI have resulted in improvement and less illegal curb parking.  Note:  Curbs include aprons at end of resident driveways.
     D.  Speeding:  Speeding throughout the community has become excessive – residents are not adhering to the 15 MPH community speed limit.  Additional signage discussed for Tower Oaks Drive near school bus stop and at Grand Oak Way circle . 
Action items:
(i)   CMI -  Order 10 signs designating 15 MPH speed limit
(ii)  CMI - Reinstate Ride-On Bus sign
(iii)  Jim Benson -  Follow up with County traffic engineer to try to lower speed limit for Tower Oaks Blvd. north of Wooten parkway.

3.    Architectural Control – Gaurov Daval                  
 
     No actions reported this period. 
     
4.    Communications - Robin Baum-Rosten
       Villages at Tower Oaks Directories completed and distributed (100 residents participated).
       Newsletter goal:   Distribute first issue – March 2008.  


 5.   Social Committee Ruthie Kramer  
       Upcoming February 16, 2008 social at Clydes Tower Oaks Lodge – plans are progressing.  The manager, Andrew Kirk, is very willing to accommodate our requests and a presidential theme is planned.  Possible ideas for summer – outdoor party, Mexican fiesta.    
      
       Community Yard sale – proposed for a Spring Saturday in late April / early May 2008. Board voted to have the event in Spring 2008 and evaluate the outcome.  Suzanne Beckner volunteered to be 2008 yard sale Chair.  Date selected:  Saturday, April 26, 2008.                            


6.    Treasurer’s Report / Finance – Allen Woodside   
       A.  Replacement Reserve Study (RRS) – Last RRS performed in 2000. A. Woodside reports reserves of $ 253,000 at end of 2007, no HOA debt,  and $ 10,000 of operating surplus 007 year end.  Discussion of Asphalt replacement: $ 80,000 presently in reserves for repaving.  M. Mullaney noted that other communities have budgeted between $ 183,000 and $ 212,000 for asphalt repaving.  
Action Item:  CMI to obtain copy of 2000 RRS and obtain proposal for 2008 RRS;
2008 RRS should address projected timeframe for asphalt replacement.
      B.  Action Item: Taxes –   M.Mullaney to follow up with Goldklank & Klein to obtain copy of tax filing for A. Woodside, Treasurer.
 
Other Matters:
Old business - CMI continuing action item – The Board decided on 10/25/07 to sand and paint mailboxes.  M. Mullaney to check with contractor.   
 
Real Estate Update:   Weinstein noted recent  sales / rental prices – homeowners should check the website for these recent updates.
Annual Meeting in April 2008 – Date to be set. CMI to check availability of meeting room.  Determine a date, and advise Board know whose Director terms are expiring this year. Elections needed for Board of Director expiring terms.
Cable Alternatives:  Pursue FIOS / DSL options for the community.
Checks and Balances:  Steve Maroon to chair a Board subcommittee to ensure that proper checks and balances are in place for Association expenditures.
